“Is social protection to blame for informality? New evidence and reflections on inclusive, adequate and fair social protection systems”
The Inter-American Conference on Social Security (ICSS), in compliance with the objective of promoting the development of universal social protection systems in the Americas, invites its membership, public officials, academia, civil society, and interested public to the XXXI session of the Permanent Seminar on Welfare in the Americas, to be held through the Zoom platform on November 16, 2022, at 10:00 a.m. (Mexico City time).
We will be joined by our distinguished guest, Women in Informal Employment Globalizing and Organizing (WIEGO), a global network dedicated to improving the working conditions of working people – especially women – living in poverty in the informal economy to secure their livelihoods.
In this presentation, WIEGO will share their thoughts on the relationship between universal social protection and informality. In particular, they will present new evidence that contest the claim that social protection increases informal employment and discuss what these ‘perverse incentive’ claims may mean for the development of social protection systems that are inclusive, adequate, and fair.

Florian Juergens-Grant
He is a social protection specialist working for Women in Informal Employment: Globalizing and Organizing (WIEGO). He focuses on the design, implementation and evaluation of social protection policies and programmes. Before joining WIEGO, Florian worked on social protection at HelpAge International and the International Labour Organization (ILO).
